New Mexico makes move to become major data centre hub
Stack Infrastructure and Denver BorderPlex Digital Assets to invest up to US$165 billion in Project Jupiter
Michael Marray   3 Sep 2025

Stack Infrastructure, a digital infrastructure provider headquartered in Denver, Colorado, is collaborating with Denver BorderPlex Digital Assets on Project Jupiter, a proposed next-generation data centre campus in Doña Ana County, New Mexico.

The project presents one of the largest private investments in New Mexico’s history. Up to US$165 billion will be invested in the undertaking, with no public money borrowed and no financial risk to county taxpayers.

“We’re excited for the major impact this historic opportunity will have in helping our economy grow. As we continue conversations with the community, our focus remains on ensuring this investment builds a strong and sustainable future for the next generations of Doña Ana County,” says Doña Ana county manager Scott Andrews.

Providing safe and reliable water supply has become an important component in data centre development. Project Jupiter’s data centres are designed with a cooling system that requires only a one-time fill, keeping water use to a minimum. Water consumption will be limited to domestic needs, similar to an office building serving 750 employees.

BorderPlex Digital Assets says its flagship data centre campus in Santa Teresa, New Mexico represents a new model for “growth infrastructure”, which combines power, water, land, industrial cooling, fibre, and computing in a single location.

Project Jupiter will have its own power supply, a battery energy storage system, and a closed-loop cooling system.

El Paso Electric will supply power to the campus while Orion Digital Infrastructure will provide integrated power and cooling.

Stack Infrastructure is backed by alternative investment firm Blue Owl Capital. In May this year, Blue Owl closed its latest fund, Blue Owl Digital Infrastructure Fund III, which raised US$7 billion in capital commitments.
